Admission to a master's degree programme is an important stage in the life of every student. It is not only a serious test of knowledge, but also a considerable organisational challenge. In addition to careful preparation for the entrance exams, applicants need to be attentive to all formal aspects: meeting the registration deadlines, correctly completing and submitting documents, and knowing the key procedures. In this article, we will look at the key stages of registration for the UEE and the UPEE for admission to a Master's degree programme in 2025.


Exams for Master's degree: UEE and UPEE

While applicants need to pass the NMT (National Multisubject Test) to enter a bachelor's degree programme, future master's students need to pass the UEE and the UPEE. Below we will have a closer look at the features of each of them.

Unified Entrance Exam (UEE)

The Unified Entrance Exam (UEE) is mandatory for all applicants to a master's degree programme, regardless of their chosen speciality. This is a test consisting of two blocks, in particular:

  1. General Academic Competence Test (GACT) – assesses the analytical, logical and cognitive abilities of the applicant.
  2. Foreign language test – the applicant can choose English, German, French or Spanish.

To successfully pass the UEE, you must score at least 5 test points for each block. Then the results are converted into a rating scale from 100 to 200 points. In 2025, the results of the UEE of 2023, 2024 or 2025 are valid for admission.


Unified Professional Entrance Exam (UPEE)

The UPEE – is mandatory for admission to certain specialities, the list of which is determined by the Procedure for Admission to Higher Education in 2025. This exam tests the applicant's professional knowledge of the chosen speciality, for example:

  1. Linguistics
  2. Law and international law
  3. Economics and international economics
  4. Information technology
  5. Psychology and sociology
  6. Management and administration, etc.


Applicants can choose up to two subject tests of the UPEE if it is necessary for admission to different specialities. 


Registration procedure for the UEE and the UPEE in 2025

Registration for the UEE and the UPEE in 2025 lasts from 2 to 23 May inclusive. It is carried out by the admission committees of higher education institutions and can be done in two ways: in person or remotely. An applicant can register at any HEI that conducts a master's degree programme in the chosen speciality, even if he or she does not plan to enter this institution.

Documents required for registration

To register for the UEE and the UEE, an applicant must submit a special package of documents:

  1. An application form with information for the examination paper (a sample can be obtained from the admissions office or the university's website).
  2. An identity document (passport or ID card).
  3. Registration number of the taxpayer's account card (RNOKPP).
  4. A document on the degree of higher education (bachelor's or specialist's degree with an appendix).
  5. Photo for documents.
  6. Medical report in the form 086-3/о (if special conditions are required for passing the exams).
  7. Military registration document (for persons liable for military service - a military ID or a temporary ID; for conscripts - a registration certificate).

 

Step-by-step registration instructions

1. Choose a university for registration

Contact the admission office of the chosen higher education institution or check the information on the official website of the institution.


2. Prepare your documents

Gather all the necessary documents in paper (for personal registration) or electronic (for distance registration) format.


3. Fill out the application form

Indicate the city where you want to take the exam, the language of the test (for the EMI) and the names of the EFL tests.


4. Submit your documents

  • in person: visit the university's admissions office during business hours.
  • remotely: send the documents to the admission committee's email address, checking the correctness of the data in the application form.


5. Receive your exam paper

After successful registration, you will receive an exam sheet (paper or scanned copy by email). This document contains a number and PIN code for access to the applicant's electronic account.


6. Download the invitation letter

By 12 June 2025, you will receive an invitation letter with the date, time and place of the test in your account.


Admission Calendar 2025: main dates

  • 2–23 May: Registration for the UEE and the UPEE (main stage).
  • Until 12 June: Placement of invitations-passes in the offices of applicants.
  • 21 June–12 July: The main session of the UEE and the UPEE.
  • 18 July: Announcement of the results of the main session.
  • 29 July–18 August: Additional session of the UEE and the UPEE.
  • Until 22 August: Announcement of the results of the additional session.
  • 1 July: Registration of electronic accounts and uploading of documents begins.
  • 8-25 August: Submission of applications for admission.
  • 26 August: Recommendations for enrolment on the budget.
  • Until 28 August: Submission of original documents for admission.
