One of the most common questions among students is: is it possible to be reinstated at a university after expulsion? The answer is yes, it is entirely possible, but in Ukraine this process is regulated by a special procedure with certain conditions and requirements. Today we will explain in detail what needs to be done for this.
Can you be reinstated at a university in Ukraine after expulsion?
Reinstatement to studies after expulsion is possible, but it is carried out according to a clearly defined procedure set out in the Regulation “On the procedure for expulsion, interruption of studies, reinstatement and transfer of persons studying at higher education institutions, and granting them academic leave”.
Below we will look at the key aspects: who can be reinstated, what the conditions and requirements are, and the stages of the procedure.
Who can be reinstated to studies?
Persons expelled before completing their studies in a certain educational program can be reinstated to positions funded by individuals (legal entities). It should be noted that this can be done regardless of the reasons for expulsion, the length of the break in studies, the form of higher education, the educational program, the source of funding, the form of ownership, and the sphere of management of the higher education institution.
However, for specialties required for access to professions with additional regulation (for example, medical or legal), reinstatement is carried out only for the same specialty in which the person studied before expulsion.
This means that for other specialties (non-medical and non-legal), a person may be reinstated not necessarily to the same specialty but to another educational program.
What are the restrictions?
It is extremely important before starting the reinstatement procedure to familiarize yourself with the established restrictions, in particular:
- reinstatement to the first year of study based on complete general (profile) secondary education is prohibited
- for persons expelled from the first year, reinstatement to the second year is possible if the curriculum requirements of the first year are fully met within the period set by the institution
- reinstatement can take place in programs of the same level of higher education or to lower levels, including professional pre-higher education. For another specialty or another institution (including foreign ones), the student must meet the requirements for entrants set in the year of starting studies or in subsequent years, but no later than the year of application submission.
What to do in case of academic leave?
Above we talked about the reinstatement of students who were expelled from a higher education institution, and now we will look at the specifics of this process for persons who were on academic leave.
Persons who studied under state (regional) funding and received academic leave due to health conditions or other circumstances, as well as persons deprived of liberty as a result of armed aggression against Ukraine, are reinstated to state (regional) funded positions in the same specialty in the same institution.
Combatants and persons with disabilities as a result of war can be reinstated under state (regional) funding for the same specialty.
Conditions and requirements for reinstatement
- Meeting the requirements for entrants to the relevant educational program. This can be done before reinstatement or no later than the date of admission to the attestation. If the requirements are not met on time, the person is expelled for violating the terms of the study contract.
- Positive assessment of previous academic performance. The institution assesses the student’s ability to successfully complete the educational program. If this assessment is negative, the applicant for reinstatement may be refused.
- Recognition of previous academic achievements. This aspect includes the credit transfer of ECTS credits, educational components, and the implementation of the individual plan of scientific work.
- Approval by self-government bodies and the trade union. If the student is a member of the trade union, then approval by the primary trade union organization is required.
Stages of the reinstatement procedure at the university
There are 5 main stages that a student who wants to be reinstated at the university must go through.
- Submitting an application. The person submits a personal application to the higher education institution.
- Review of the application. The institution reviews the application within 5 working days and informs in writing about the terms, procedure, and conditions of reinstatement or the reason for refusal.
- Fulfilling the conditions. The person must meet all the requirements for entrants, and the higher education institution must assess the results and recognize previous academic achievements.
- Signing contracts. Sign a study contract between the institution and the entrant, as well as a contract with an individual (legal entity) paying for the studies (if reinstatement is at their expense).
- Issuing the order. The order for reinstatement is issued after the contracts are signed.
