Scholarship programmes for students in Ukraine

The amount of the scholarship and the conditions for receiving it depend on the type of programme and the organisation or institution that provides it. Scholarships may be state-funded, private, or university-based. What scholarship programmes are available in Ukraine?

In Ukraine, there is quite a large number of scholarship programmes for students, postgraduate students, and young researchers. Among them, one may distinguish scholarships for students of higher education institutions, professional pre-higher education institutions, the Scholarship of the President of Ukraine, the Scholarship of the Cabinet of Ministers of Ukraine, and others.

According to the 2026 budget, from September 2026 Ukrainian students will receive the following increased scholarships:

  • the Scholarship of the President of Ukraine will increase from UAH 10,000 to UAH 20,000 per month
  • the Scholarship of the Verkhovna Rada of Ukraine – from UAH 4,400 to UAH 8,800
  • the Scholarship of the Cabinet of Ministers of Ukraine – from UAH 4,000 to UAH 8,000
  • the minimum academic scholarship – from UAH 2,000 to UAH 4,000
  • the increased academic scholarship (for special achievements) – from UAH 2,910 to UAH 5,820
  • the scholarship based on the sectoral principle – from UAH 2,550 to UAH 5,100
  • the scholarship based on the sectoral principle (increased) – from UAH 3,710 to UAH 7,420


Students at further education institutions (colleges) are also eligible for an increase:

  • the Scholarship of the President of Ukraine will increase from UAH 7,600 to UAH 15,200
  • the Scholarship of the Verkhovna Rada of Ukraine – from UAH 3,320 to UAH 6,640
  • the minimum academic scholarship – from UAH 1,510 to UAH 3,020
  • the increased academic scholarship (for special achievements) – from UAH 2,197 to UAH 4,394
  • the scholarship based on the sectoral principle – from UAH 1,930 to UAH 3,860
  • the scholarship based on the sectoral principle (increased) – from UAH 2,809 to UAH 5,618


Scholarship of the President of Ukraine

The Scholarship of the President of Ukraine is an academic scholarship for full-time learners studying under the state-funded scheme and demonstrating special achievements in education and research activities. Candidates are nominated by the pedagogical or academic councils of educational institutions. For learners in professional pre-higher education, higher education at Bachelor’s and Master’s levels – the payment is made twice a year; for postgraduate students and adjuncts – once a year. From September 2026, its amount for students will be UAH 20,000 per month, which is twice as much as in the previous year.


Scholarship of the Verkhovna Rada of Ukraine

The Scholarship of the Verkhovna Rada of Ukraine for students in 2026 (namely, the Ivan Ohiienko Scholarship of the Verkhovna Rada of Ukraine) is awarded to full-time higher education learners who study at the expense of the state or local budget. Applicants must have high academic results, as well as achievements in research, scientific, creative, and public activities.

The applicant is nominated by the educational institution based on the decision of the academic or pedagogical council. For higher education learners, the amount of this scholarship in 2026 is UAH 8,800 per month.


Scholarship of the Cabinet of Ministers of Ukraine

The academic scholarship of the Cabinet of Ministers of Ukraine is awarded to students of higher education institutions who occupy the highest ranking positions and are entitled to academic scholarships for special achievements in study. For postgraduate students, the scholarship is awarded for outstanding achievements in study and research work.

The scholarship is awarded based on the results of semester assessment. The Cabinet of Ministers approves the lists of scholarship recipients by separate decrees. From September 2026, its amount is expected to be UAH 8,000 per month.
