The Ministry of Education and Science of Ukraine cited these data at the end of 2023, noting that the increase in the number of applicants was mainly due to men. Data from the State Statistics Service of Ukraine confirm that in 2023, 18,451 people entered postgraduate studies, of whom only 2,041 were women.


According to the press service of the Ministry of Education and Science of Ukraine, the decision to change the rules for postgraduate study was made due to the significant interest in this study among men of military age. This was the reason for the Ministry to revise the rules for admission to the third level of higher education this year. At the beginning of the admission campaign, it became clear that postgraduate studies could become a tool for avoiding mobilisation, which could potentially lead to corrupt practices.
