The management of higher education institutions has been informed of the procedure for setting the amount of the down payment for applicants for contractual education who apply for a state grant. 


The Ministry of Education and Science of Ukraine calls on higher education institutions not to require applicants to pay the full tuition fee for a year or semester at the time of enrolment. At the time of concluding a study agreement with students who apply for a tuition grant, the higher education institution must take into account the amount of the state grant provided to the student. In addition, the higher education institution must adjust the schedule of payment of tuition fees under the contract. 


It is an absolutely unacceptable practice to require students to pay the full tuition fee with a promise to return the funds after the state grant is received by the higher education institution.


As part of a pilot project to introduce state grants, the Ministry of Education and Science of Ukraine emphasises the need to take these grants into account when developing tuition fee plans. This provision is reflected in the agreements between the pilot institutions and the Ministry of Education and Science.


Currently, the Ministry of Education and Science of Ukraine has signed agreements with 152 state and private higher education institutions from different regions of Ukraine, and the number of project participants continues to grow every day.


As a reminder, applicants in 2024 can receive grants to cover part of the cost of studying for bachelor's or medical training programmes.
